The circular drawing featured on the tote bag is the header of the Waitangi Tribunal's homepage and is by the late Dr Cliff Whiting ONZ (Te Whānau-ā-Apanui). In 1987, the Tribunal commissioned Whiting’s Te Tiriti o Waitangi artwork. It has since featured on many Tribunal reports. The work invokes the signing of the Treaty of Waitangi and the consequent development of Maori–Pakeha history interwoven in Aotearoa in a pattern not yet completely known, still unfolding.
